Rep. Jason Saine hopeful about mobile sports betting in NC

Online sports betting is no longer a far away reality thanks to Rep. Jason Saine. The lawmaker who has been in the limelight when it comes to legalizing online North Carolina sports betting, will soon present a bill on the same. The bill will be presented to his colleagues in the House of Representatives.

Though Rep. Saine has long been a major sponsor of the online North Carolina sports betting bill, the next few weeks will see him advocate for SB 688. The bipartisan bill had already moved past the state senate.

Initially, Rep. Jason Saine had introduced a House Bill 631 in April that would also set a tax rate of 8% and create funds for games and major events. The bill was scheduled for hearing in the House of Commerce in May but was pulled out by Saine claiming it was not ready.

Rep. Jason Saine would later adopt SB 688 in a bid to bring sports wagering to North Carolina before the year ends. The bill previously shepherded by Sen. Jim Perry and co-sponsored by Sen. Paul Lowe Jr. still needs to jump a few hurdles.

These include passing through the House and later getting Governor Roy Cooper’s signature before becoming law. With Governor Roy Cooper’s public endorsement of sports wagering his signature on the bill will be a walk in the park.

In addition, there is limited time as the General Assembly session that began on Wednesday is set to conclude on June 30th. During this period, the bill is expected to move through the Judiciary Committee, Finance Committee, Rules Committee and finally the floor of the House.

After successfully guiding the bill through the House Commerce Committee with a 12-4 vote, Saine remains optimistic that it could be over in three to four weeks. However, there is no specific timeline that has been put in place.

Constituents expect online sports betting to launch soon

Most constituents have been holding talks with their legislators that have been enlightening and productive. According to some recent remarks, Saine even said that there are members who are realizing that a huge number of people in their constituency believe that online sports betting is legal.

“Some people who are passionate about sports betting have been in contact with their lawmakers just to know when the bill will be passed.” Saine remarked.

Even so, opposition is on the minimal as most people are assuming that online sports betting has been legalized.

In a recent poll by WRAL, where more than 2,000 respondents opined on the issue, sports gambling which includes online sports betting should be legalized.

About 52% of the respondents agreed with the legalization of sports betting in North Carolina. This was spread across Republicans, Democrats, Blacks, whites, and Hispanics. More than 50% of the respondents in these demographics supported the legalization and regulation of sports betting.

Nonetheless, 28% are still against sports betting with the remaining 20% unsure.

Bill details

As mentioned earlier, SB 688 is a sports wagering bill initially shepherded by Sen. Perry. According to Saine, little to no changes can be expected in order to avoid any back and forth that could delay the legalization process.

The lawmakers plan to accept anything that is sent to them to avoid any delays. This would mean that no amendments will be made until it becomes law. Later there would be a follow-up with a secondary bill once the main hurdle has been eliminated.

However, a number of lawmakers are not in agreement with the set tax rate. Some legislators feel the 8% rate is too low. Neighboring states such as Virginia and Tennessee have tax rates set at 15% and 20% respectively. New York went on an all-time high of 51%.

With SB 688, North Carolinians can expect to have 10-12 wagering licenses awarded. Players can expect in-person wagering and mobile sports wagering where they will be allowed to wager on professional teams, college teams, esports, and amateur teams.

The licensing fee will be $500,000 per applicant with a tax rate of 8%. With such a number of licenses, sports bettors can expect premier brands to launch their operations here.

When can North Carolinians expect to wager online?

Optimism is high that sports wagering could commence soon but there is no exact timeline as to when operators can launch their operations in North Carolina. There is a need to have a regulatory framework and that has not yet been drafted at this point.

So when can sports wagering begin, suppose the bill is passed before June 30th?

Well according to Jason Saine, there will be plausible efforts to have wagering live before the football season starts. However, he was a bit reluctant on asserting whether this is possible as he termed it a little unrealistic.

A more exact and possible timeline is in the middle of the football season, which is possibly on October or November. Sadly, in the worst case scenario, the state could have sports betting delayed up to early 2023.

On the brighter side, as maintained by Jason Saine, most of the lawmakers who are backing this bill have had enough time to discuss it. Therefore, most of them are in the know of the merits of legalizing sports betting in the state.

After long and tiring sessions last year, most of them are ready to vote for the bill immediately. Illegal sports wagering is already in full swing and the need for a regulated market is dire at this point. Additionally, allowing offshore sites to continue their unregulated operations is risky for consumers and leads to losing an essential revenue stream.

Saine said that the fact that neighboring Tennessee is already raking millions in tax revenue should be a wake-up call for North Carolina. Not legalizing state wide sports betting doesn’t prevent people from gambling anyway. So in reality North Carolina is just shifting dollars that could be critical in promoting the education sector.
